What Documents Do You Need to Buy GRS Recycled PE Bags?

Buying GRS recycled PE bags calls for more than a supplier certificate. The supplier's scope certificate establishes what it is certified to handle. A transaction certificate, or an eligible verified electronic transaction, connects certified material to a particular sale. An approved sample, product specification and inspection records show whether the bags delivered meet the purchase order.

Define the Bag Before Requesting Documents

State the PE grade, the target recycled content, the bag style and whether the recycled input is post-consumer or pre-consumer. Also decide whether the finished bag will carry a GRS claim or logo. Those details affect the material choice, certification scope and artwork approval.

GRS verifies recycled material and chain of custody, with additional requirements for certified processing sites. It does not establish bag thickness, seal strength, puncture resistance or acceptance in every local recycling program. Those points need their own specifications and evidence.

Check the Supplier's Scope Certificate

Ask for the current GRS Scope Certificate, or SC, before placing the order. Check the legal entity, manufacturing site, validity dates, certification body, processing activities, materials and product categories. The name on the contract, invoice and certificate should be consistent, or the supplier should explain how the entities are connected. Textile Exchange provides a certified company directory for checking certificate status.

An SC confirms the supplier's certified scope. It does not mean every PE bag sold by that supplier is a certified product. Confirm that the proposed bag and production process fall within the scope shown on the certificate.

Link Each Certified Sale to a Transaction Record

For an order sold as GRS certified, agree in the contract who will request the Transaction Certificate, or TC, which shipments it will cover and when the buyer will receive it. A TC is issued by a certification body for a transaction. It records information such as the seller, buyer, product and certified material volume. Eligible electronic transactions may be used within the applicable tracking system.

Compare the transaction record with the purchase order, invoice, packing list, shipment details and carton labels. Check product description, material composition and quantity. If several shipments will be included in one TC, agree on that arrangement in advance. TCs are generally requested after certified goods have shipped, so document the supplier's application and delivery responsibilities before production.

For orders with a specified recycled percentage, request a material specification or bill of materials, the recycled PE grade, batch references and the relevant upstream traceability evidence. The exact files shared with the buyer can be defined in the contract. What matters is that the claimed input and finished bag can be reconciled to the order.

Keep Product Quality Files Alongside GRS Records

Approve a sample and written specification before mass production. Record the bag dimensions, thickness and tolerance, recycled content, color, artwork, closure, ventilation holes, warning text and packing method. Agree on the checks to be recorded during production and before dispatch, such as dimensions, thickness, seal quality, appearance, print placement and quantity.

Some uses need additional evidence. Food-contact applications, antistatic electronic packaging and other specialist uses should be reviewed against the relevant market and performance requirements. A GRS certificate does not replace those documents.

Can the GRS Logo Be Printed on the Bag?

A supplier's SC alone does not authorize use of the GRS logo on every bag. Textile Exchange explains that products with at least 20% certified recycled content may be eligible for GRS business-to-business certification, while consumer-facing GRS product claims generally require at least 50%. Claims and artwork must also meet the applicable policy and receive certification body approval before printing.

Keep the approved artwork, the printed version and the relevant certification evidence in the order file. An internal purchasing claim and a claim shown to consumers may have different requirements.

Check the applicable standard version when reviewing an order. Textile Exchange has published GRS 5.0, with mandatory implementation scheduled for December 31, 2026. Use the version and certification body requirements that apply to the transaction.

The Goods-Receipt Document Set

File the purchase order, approved specification and sample, current SC, applicable TC or electronic transaction, invoice, packing list, batch identification and agreed inspection record under the same order reference. Add logo approval or application-specific test reports where required. Check that the parties, product description, quantity, material content and shipment details match before accepting the goods as GRS certified.

How JXD Eco-packaging Supports the Purchase

DongGuan JXD Eco-packaging has worked in custom bag manufacturing since 2010, with production facilities in Shenzhen and Dongguan. Buyers can send the packed product, intended market, target recycled percentage, bag style, artwork and order quantity. The team can review the material route and applicable certification scope, prepare a sample and agree on the specification before mass production.

For projects requiring GRS traceability or an on-bag claim, the required documents, responsible party and delivery timing should be agreed at quotation stage.DongGuan JXD Eco-packaging can provide applicable certification and inspection records according to the selected material, production entity and order. Final certification of a specific shipment depends on valid scope and the corresponding verified transaction record.

Frequently Asked Questions

What is the difference between an SC and a TC?

An SC shows an organization's certified scope. A TC links certified material to a particular sale. An SC alone cannot establish that the bags in a shipment are certified.

Does every recycled PE bag order need a TC?

For an order sold as GRS certified, the buyer should obtain a TC covering the transaction or an eligible verified electronic transaction. An ordinary recycled PE order should be described separately in the purchase agreement.

What is the minimum recycled content for GRS?

Under the current GRS framework, at least 20% certified recycled content can qualify for applicable business-to-business certification. Consumer-facing GRS product claims generally require at least 50%, along with the other claims and approval requirements. Check the standard version and the certification body's assessment for the order.

Does GRS mean the PE bag is recyclable?

No. GRS addresses certified recycled input and chain of custody. Recyclability also depends on the finished bag design and the collection and processing options in the destination market.

Can the supplier provide a TC before shipping?

TC applications generally rely on completed transactions and shipment records. Agree in advance who will apply, when the document is due and what happens if it cannot be issued.

What should I send with my RFQ?

Include the bag's application, size, thickness, preferred recycled input, target percentage, artwork, quantity, destination market and whether you need a TC or GRS logo approval. An existing bag sample helps confirm the specification.
